The United States Virgin Islands (USVI) and the country of Aruba are both economically disconnected regions and are called island developing states or countries because they are isolated from global trade and look to their local governments to support business development to strengthen their economies. Island developing states or countries such as these face special social, economic and environmental vulnerabilities. The development of robust entrepreneurial ecosystems in these economically disconnected regions, therefore, plays a significant role in their economic resurgence. However, given that the government often relies heavily on these same businesses to encourage economic development, there is a natural conflict that exists between the government’s desire to support an entrepreneurial ecosystem and its need to regulate it could harm that ecosystem.
